Different Goals, Different Visas

The Singapore Employment Pass (EP) and Malaysia's My Second Home (MM2H) programme serve fundamentally different purposes. The EP is a work visa for professionals employed by Singapore-based companies. MM2H is a long-stay residency programme for retirees and those with passive income who want to make Malaysia their second home.

In most cases, you are not choosing between the two based on preference — you are choosing based on your circumstances. If you have a Singapore job offer, the EP is your route. If you are retired, financially independent, or looking for a low-cost Southeast Asian base, MM2H may suit you. But for completeness, here is how they compare.

Singapore Employment Pass (EP)

Who it is for: Foreign professionals, managers, and executives employed in Singapore.

Eligibility: A qualifying job offer from a Singapore employer, a minimum monthly salary (currently S$5,000 for most sectors; S$5,500 for financial services), and relevant qualifications/experience. From 2023, the Ministry of Manpower (MOM) uses the COMPASS framework to assess EP applications — a points-based assessment covering salary, qualifications, diversity, and support for local employment.

Duration: Initially 1–2 years, renewable.

Path to PR: After working in Singapore on an EP, you can apply for Permanent Residence. PR is competitive — there is no defined points threshold and applications are assessed holistically.

Malaysia My Second Home (MM2H) Programme

Who it is for: Foreign nationals who want to live in Malaysia long-term on a non-working basis.

Eligibility (post-2021 revised requirements): Three tiers based on income and assets:

Silver tier: MYR 40,000/month offshore income + MYR 500,000 fixed deposit
Gold tier: MYR 60,000/month offshore income + MYR 1,000,000 fixed deposit
Platinum tier: MYR 100,000/month offshore income + MYR 2,000,000 fixed deposit

Note: MM2H requirements were substantially tightened in 2021. The previous income threshold of MYR 10,000/month was increased dramatically, making the programme much less accessible. Verify current requirements at mm2h.gov.my.

Duration: 5-year renewable visa.

Work restrictions: MM2H holders may not work in Malaysia (with some limited exceptions for certain professional activities).

Cost of Living Comparison

Singapore is one of the most expensive cities in the world — consistently ranked alongside New York, Hong Kong, and London for cost of living. Housing in particular is extremely expensive. However, salaries are correspondingly high.
